For several years planning staff has been working with the Planning Commission and the Code and Planning Committee on a rewrite of Title 18. The need for a rewrite has been evident for some time. As it is written now, Title 18 is difficult to apply for multiple reasons. Chief among them is complex and confusing language, and language designed to make the myriad of amendments the Title has been subject to fit. After much work, planning staff believes we have prepared an ordinance that will be easier to use, not only for Planning staff and the Planning Commission, but also for the general public.
On February 14, 2023, the Planning Commission held a work session to discuss the rewrite, The Commission provided valuable feedback that resulted in multiple changes. It should be noted that a complete review of the proposed ordinance by the Borough Attorney has not been completed, nor have there been reviews by Code Publishing or the Borough Clerk. Changes resulting from those reviews are inevitable. These reviews will also take time. Planning staff does not believe the ordinance will be ready for consideration by the Borough Assembly until June.
